The 23-year-old Brazilian was a midfield runner with Durango last year, taking a best result of seventh in Turkey. He had previously contested GP2 Asia with the team, and made a brief appearance for Trident in the current Asian series before picking Piquet for his main championship campaign.
"I think Piquet GP is an extremely competitive team and I'm sure that together with the technical staff I will improve race after race," said Valerio.
Piquet team boss Felipe Vargas hopes they can help Valerio regain the form that took him to the 2005 South American Formula 3 title.
"Alberto has shown great potential in other categories and when he tested with us at the end of last year," Vargas said. "I think we can be competitive together and hopefully bring good results for all of us."
Valerio will partner Roldan Rodriguez, who has returned to Piquet after a season with the Fisichella team.
The Piquet squad fought for the 2006 title with Nelson Piquet, but Pastor Maldonado's Spa victory last year is their only race win since then.
