The Spaniard, who turned 23 on Saturday, drove for the team at Istanbul when regular driver Christian Bakkerud was sidelined with a back injury, but has now been drafted in to partner Alvaro Parente for the rest of the year.
Soucek hopes the move will mean the end of his seat swapping this season after he was dropped by FMS before the first race, and also made a one-off outing for DPR last time out at Monaco.
"It has been the best birthday present that they would give me," he told Spanish newspaper AS.
"The season took the wrong turn because of what happened with the FMS team, but thanks to that now I'm in one of the best teams. I want to thanks my sponsors, who have stuck with me despite the problems."
Soucek finished on the GP2 podium twice last season and scored his first point this year in race two at Monaco for DPR.
